To me, it looks like some sort of fancy sun dial clock or a modern "stonehenge" type device. That's all just a guess though.

It's an omni-directional radio frequency antenna designed by DARPA and used in mind control experiments. The device is quite effective and renders exposed individuals incapable of slgnoing nlognls lanonnen andon ahsnd.
